Hmmmm! Sleeveface... The Newest Internet Fad!
I found a new website that is quite entertaining! Sleeveface is the new creepy internet fad of posing with album covers. It is described as one or more persons obscuring or augmenting any part of their body or bodies with record sleeves causing an illusion. They have a listing by artist on the site and many of the pictures are quite clever. You have to check it out! Visit the site at www.sleeveface.com

Youth Activity Park Annual Easter Egg Hunt Announced
The Easter Bunny will make a special visit to St. Charles County’s Youth Activity Park on Saturday, April 3. With thousands of candy-filled eggs hidden throughout the 25-acre facility, participants are sure to enjoy a hopping good time at the 5th Annual YAP Easter Egg Hunt.
For just $5 per child, the YAP Easter Egg Hunt offers a host of fun activities. To make the search safer and easier for all participants, separate egg hunts are planned for toddlers 3 and under (10:15 a.m.), kids ages 4-6 (11 a.m.), and those 7-12 (11:45 a.m.). At the conclusion of the egg hunts, the fun-filled day will also present egg-themed games for kids and their families. As a take-home gift, the Easter Bunny will be available for photos with participants throughout the event.
Each hunt is limited to the first 100 participants, so advanced registration is required. At least one adult guardian must accompany park guests under the age of 12 at the event. However, only one person may assist toddlers (under 3) in their search, and those in the 4-6 and 7-12 age categories must hunt without assistance. Participants must bring their own baskets to collect eggs during the hunt. To register, please visit www.stccparks.org or call 636-949-7535 between 9 a.m. and 4 p.m. daily.
Designed to offer recreational opportunities focused at St. Charles County youth, the Youth Activity Park is located at 7801 Highway N in Dardenne Prairie, less than one mile west of Bryan Road. Among the YAP’s many amenities are the 33,000 square foot skate park, indoor and outdoor rock climbing walls, sand volleyball and basketball courts, an indoor recreation center with a video game and table tennis nook, a one-mile paved walking trail, and open play fields. For information on the unique facility, please call 636-561-4964.

Road Board Recommends $3 Million For Shoulder Work
The St. Charles County Road Board approved a recommendation by County Executive Steve Ehlmann to allocate up to $3 million from its reserve fund to encourage the Missouri Department of Transportation to begin work on safety improvements on state roads in the southwest part of the county. “We need to get this done now,” Ehlmann said. “Those roads are dangerous without shoulders and too many people have died out there.”
Ehlmann stressed that these are state highways, and MoDOT is solely responsible for improving and maintaining them. But, in the interest of public safety, he is recommending that the county provide a up to 10% match for whatever MoDOT will spend. MoDOT has estimated it will cost approximately $30 million to provide shoulders and other safety improvements on approximately 100 miles of lettered and numbered routes in St. Charles County.
The Road Board, which dispenses funds from the county’s 1/2-cent transportation sales tax, requires a 10 percent match from municipalities for work done within city limits, so Ehlmann said it would appropriate for the county to put up to 10 percent of the cost incurred for the shoulders on the state roads. The Road Board approved Ehlmann’s recommendation at a February 17 meeting. The County Council asked to approve an amendment to the already approved Transportation Improvement Plan. A first reading on the amendment will be heard at tonight’s meeting. If approved, Ehlmann will then send a letter to MoDOT about the cost-sharing plan. It will then be up to the state to begin the project.
The lastest fatality on Highway DD occurred February 14 about a half mile north of Highway 94. There have been at least six fatalities along Highway DD in the last five years. “MoDOT needs to act now,” Ehlmann said.

Wentzville Mayor Asks For Judge Carter’s Resignation
On February 11, Mayor Paul Lambi asked for the resignation of Wentzville Municipal Judge Michael Carter in a phone conversation Lambi had with Carter. The request came as the result of Judge Carter’s refusal to disqualify himself from hearing cases in municipal court that involved alcohol and speeding violations, even though Carter is currently facing similar charges by the Missouri State Highway Patrol.
On December 6, 2009, a Missouri state trooper issued Carter a ticket for exceeding the speed limit by more than 16 miles per hour on Interstate 70, and a second ticket for operating a motor vehicle in an intoxicated condition. Although Carter received the citations on December 6, 2009, he wasn’t formally charged by the state until January 28, 2010, after which Wentzville officials became aware of the charges.
From December 7, 2009 through January 29, Judge Carter presided in Wentzville’s municipal court over a number of speeding and DWI violations, without ever making city or court officials aware he was currently facing similar charges. Once city and court officials were made aware of the charges against Judge Carter, the city prosecutor requested Judge Carter to disqualify himself from hearing DWI and speeding violations on the February 9 Municipal Court docket. Judge Carter, however, refused to disqualify himself from these cases.
Mayor Lambi said he felt Judge Carter had violated the Missouri Code of Judicial Conduct and that it was in the best interest of the city for Judge Carter to resign. “I’m addressing this as a public confidence issue,” said Lambi, “based on Missouri’s Code of Judicial Conduct.” According to the Code as listed on the website for Missouri’s Judicial Branch, “The test for appearance of impropriety is whether the conduct would create in reasonable minds a perception that the judge’s ability to carry out judicial responsibilities with integrity, impartiality and competence is impaired.”
Lambi says Judge Carter’s refusal to dismiss himself from hearing speeding and DWI cases while he was facing similar charges with the state would definitely cause reasonable individuals to question Carter’s ability to continue as Municipal Judge. “I’m concerned about the integrity of our Municipal Court in the minds of our residents,” said Lambi. “I’m making this request as a citizen who happens to also be mayor. My opinion is that Judge Carter’s continuance on the bench as judge is not in the city’s best interest.”
At the end of the phone conversation, Carter gave Lambi no indication that he intended to step down.

The Daniel Boone Home Celebrates 200 Years Of Completion
2010 marks the 200th anniversary since the completion of the Daniel Boone Home. Visit the Daniel Boone Home this year as it celebrates this significant milestone. Throughout the year guests that take the tour of the home will be awarded with a free souvenir. The focus this year is to increase awareness of the importance the Boone’s had on the area as well as spread the knowledge of the pioneers time period.
Daniel Boone moved to Missouri in 1799 after he was offered 850 acres by the Spanish authorities. He brought with him his wife, Rebecca Boone, and several of his children and grandchildren. Construction began on the home in 1803 and was completed in 1810. The seven years of construction led to a four story Georgian style home with 2.5 feet thick walls and 8 fireplaces. The home was built as a way to provide protection in case of an attack by local Indians.
Though the home is named after Daniel Boone, it was actually the home of Boone’s youngest son, Nathan. Daniel Boone spent little time on his own property choosing instead to stay in his son’s home. During this time in Missouri, Boone kept busy doing his appointed duties as Commandment of the region and Syndic. Boone passed away in the home on September 26, 1820 at age 85.
The Historic Danile Boone Home offers guided tours daily. Operating hours are from 9 a.m. - 5 p.m. with the last tour going out at 4 p.m. A guided tour consists of guests viewing three out of the four levels of the Boone Home and a 15 minute video show prior to each tour. For additional information on this celebration, contact Amanda Carrow at ACarrow@lindenwood.edu or visit www.lindenwood.edu/boone.

Wentzville School District Boundary Committee Working On
Attendance Areas For Two New Elementary Schools
Parents and administrators in the Wentzville School District are working together to help determine the attendance boundaries for the District’s two new elementary schools. Dr. Melody Marcantonio, Assistant Superintendent for Administrative Services, is currently working with a boundary committee compromised of parent representatives from each school in the District. They are working to determine how students and families will best be served by two new elementary buildings, one on Mexico Road and one on Sommers Road, set to open this coming fall for the 2010-11 school year.
The two existing elementary schools will be affected by the new boundaries. The new elementary school on Mexico Road will draw its students from both Heritage Primary and Heritage Intermediate Schools. The new school on Sommers Road will receive its students from Prairie View Elementary. The District administration hopes to present the committee’s recommendations to the School Board at the February 18th regular meeting of the Board of Education.
Prior to this recommendation, there will be two open houses in which building and District administrators will be available to answer questions regarding the proposals. There will be an open house at the Heritage Campus on Monday, February 8th from 6:30 p.m. until 8 p.m., and Prairie View will host an open house on Wednesday, February 10th from 6:30 p.m. until 8 p.m. Prior to the open houses, the boundary proposals will be distributed to the Heritage and Prairie View families. As soon as the Board of Education makes its final decision regarding the new boundaries, the District will notify all of the families who will be affected, and post the new boundaries on the school district website at www.wentzville.k12.mo.us.

The District will have the space to house full-day kindergarten for the next two years in every building, with the exception of Green Tree Elementary. The District has asked the City of Lake Saint Louis for approval to move two modular classrooms to Green Tree Elementary. If the City of Lake Saint Louis agrees to this request, then all of the Green Tree students will be able to remain at Green Tree for full-day kindergarten.
During the Board meeting, Superintendent Dr. Terry Adams also stated that based upon the feedback from the community GPS meeting, it was his intent to go to the Board of Education in the near future with a recommendation for a ballot initiative. Taxpayers at the GPS meeting overwhelmingly indicated a desire to expand middle school facilities, begin construction of the first phase of a new high school, and make full-day kindergarten sustainable for more than two years. Do You Hear What I Hear? Closed Captioning Arrives On The Net
The explosion of video and audio on the internet has, for the most part, left the deaf community behind in Missouri and elsewhere, but thats beginning to change. Google has announced it will add automatic caption capability to videos on YouTube. Most of the television shows broadcast over-the-air already feature closed captioning, but groups advocating for the deaf and hard-of-hearing community say it’s been a whole different story when it comes to videos on the internet. Most sites that feature videos don’t offer captioning, although there is a bill in Congress that would require them to do so.
Kerry Malak, communications director for the Center for the Deaf and Hard of Hearing, says the situation has resulted in a type of “casting system” on the web. “It’s really kind of created this new divide between the hearing and severely hard-of-hearing deaf populations.” Malak says the recent announcement from Google that automatic caption capability is being added to videos on its popular YouTube site is a step in the right direction. According to Google, machine-generated captions will initially be available only in English, and on videos from 13 YouTube partner channels, but it hopes to eventually extend the feature to all videos uploaded to the site.
At Google, audio engineers say background noise and strong accents pose a challenge to creating precise captions from the spoken word, but they expect voice-recognition technology to continue to improve. More than 10 million Americans have some form of hearing loss, and Malak says that number is expected to grow as baby boomers age, which means high demand for quality closed-captioning systems. The bill in Congress to require closed captioning on the net is HR3101, the “21st Century Communications and Video Accessibility Act of 2009.”

Responsible Pet Ownership... In Lake Saint Louis It’s The Law
Many Lake Saint Louis residents enjoy the companionship and sense of security associated with having one or more pets in their household. Along with the benefits of pet ownership come many responsibilities in terms of appropriate care and management of the animals. Not only do pet owners have a moral obligation to the animals in their care, they have legal duties as well.
Limitation Licensing and Registration Requirements
The Lake Saint Louis Municipal Code limits the number of dogs and/or cats allowed per residence or dwelling unit to an aggregate of three (3) dogs and/or cats over the age of six (6) months at any given time. However, exceptions shall be granted for visiting guests with pets.
Lake Saint Louis pet owners must obtain a St. Chatles County license for each dog, cat or other animal and keep the tag securely fastened by means of a collar about the neck of the animal at all times. In addition, current rabies vaccination certification for each animal must be obtained from St. Charles County. A current rabies tag must be attached to a permanent collar to be worn by the animal at all times.
Leashing and Containment Requirements
It is unlawful for any person or persons owning or controlling a dog, cat or other animal to permit the animal to run at large. When on any street or any other public place in the City of Lake Saint Louis, all animals must be attached to a leash, which is securely held by a competent person.
On private property, animals must be leashed and under the control of a competent person or confined in such a manner as to prevent them from straying from the premises. Leashing is not required only when the animal remains in an enclosure on the owner’s property.
Invisible fences on private property are installed at the peril of the property owner, who must post appropriate identification signs near the electrical meter box to alert utility companies and others of their presence. Such fences are strictly prohibited on any public right-of-way. Invisible fences are not a positive means of control and do not necessarily constitute an adequate level of security if an animal is found to be in violation of municipal code provisions.
Animal Waste and Public Nuisance
Pet owners are required to exercise proper care and control of their animals and prevent them from becoming a public nuisance. The term ‘public nuisance’ is defined by such behaviors as molesting passersby or passing vehicles, attacking other animals or people, damaging private or public property in any way, causing unsanitary or dangerous conditions, barking, whining, howling, or making other loud audible noises in a continuous or untimely manner.
It is unlawful for a pet owner to allow the animal to defecate on any public or private property owned by others unless the custodian of the pet immediately removes all the feces the animal deposits. Any person walking a pet is required by ordinance to carry on his or her person, a device or container sufficient to clean up after the animal.
Animals that frequently or habitually yelp or howl or present immediate threat of attacking or biting are prohibited. Any animal that causes fear or annoyance to persons in the immediate area will be considered a public nuisance.
Vicious Animals
City authorities have the power to impound any animal found to be vicious. If such animal’s owner does not take appropriate measures, the City can dispose of the animal by having it destroyed at the owner’s expense.
Additional Information Available
Municipal ordinances regulating the responsibilities of pet owners can be viewed in their entirety by logging on to the City of Lake Saint Louis website at www.lakesaintlouis.com, selecting City/Code Ordinances from the menu at the left and following the link near the bottom of the following page. The pertinent ordinances are found in Section 210, which may be accessed directly from the table of content at the left side of the page, or by performing a search on the word “animal”.

Missing A Bike? Try Calling The Police
The Lake Saint Louis Police Department has collected a number of bicycles that have been reported as found property and they are encouraging people to claim them.
“It is amazing how many people don’t think to call the police department to check if their lost or stolen property has been found,” says Chief Michael Force of the Lake Saint Louis Police Department. “Over time we have accumulated quite an array of bicycles that were just found in people’s yards, in parks and along side the streets. Most of them probably belong to youngsters who have left their bikes someplace and forgotten to retrieve them. Mom and Dad might not even realize the bikes are missing. However, we have bicycles of all sizes, so some may belong to adults.”
If you are missing a bicycle, please contact either Officer Rebecca Hurwitz or Officer Mark Dennis at 636-625-8018. To retrieve a found bicycle, you will need to adequately describe and identify the property and you will have to provide a photo ID before the items can be released to you.

Lake Saint Louis Named A Money Magazine Top Ten Best Place To Live
Money Magazine released their best places to live list of cities throughout the country, naming Lake Saint Louis, MO number nine (9) on the list. Magazine editors reviewed a number of statistics ranking cities based on job growth, income increases, cost of living, housing affordability, school quality, arts and leisure, safety, health care, diversity and ease of living criteria.
Mayor Mike Potter responded to the ranking saying, “It’s appropriate for the City to be named an all-star city with the major league baseball all-star game playing in St. Louis this week. Our city has so much to offer residents with the many recreational opportunities, the new shopping centers, and the large employment centers in and adjacent to Lake Saint Louis.”
Lake Saint Louis (estimated population of 14,000) was created forty years ago as a planned community centered around two lakes., a golf course and clubhouse facility. The larger lake (Lake Saint Louis) is a seven hundred acre lake with approximately nineteen (19) miles of shoreline. The smaller lake (Lake Saint Louise) is sixty-five (65) acres large. Over time, the community incorporated as a City which has grown outside the boundaries of the Lake Saint Louis Community Association. Lake Saint Louis Community Association members comprise approxaimately eighty percent (80%) of the residents of Lake Saint Louis.
The CIty also provides amenities for all residents. A new park opened this past year featuring a large children’s playground for children of all abilities. Zachary’s Playground in the Hawk Ridge Park is a very popular family park. The City also has an athletic complex, amphitheater and two (2) other parks. Ground for a fifth park has been secured and plans include incorporating that property into a trail system to access adjacent parks.
Money Magazine cited the 34.48% job growth that has occurred in Lake Saint Louis between 2000 and 2008. SSM St. Joseph Hospital West is the largest employer within Lake Saint Louis. The Highway 40 “High-Tech” corrider in Lake Saint Louis and also St. Charles County also provide many jobs to the area.
